How to build a recruitment function from scratch

Building a recruitment function from scratch is one of the most important investments a growth company can make. But many make the mistake of starting at the wrong end, with tools, ATS systems and AI solutions, before they have a clear strategy for why and how.

In this post, I share my insights from building several TA functions (Talent Acquisition) from zero. You'll get concrete advice on processes, tools, employer branding and how to create a recruitment strategy that actually works.

1️⃣ Start with the purpose – not the systems

Before choosing an ATS or process flows, you must define why you're building an internal recruitment function.

    Common goals:

    • Shorter recruitment times (time-to-hire)
    • Better accuracy in selection
    • Reduced dependency on external agencies

When the purpose is clear, it becomes easier to choose the right structure, roles and measurement points. A well-defined TA strategy saves both time and money and creates long-term impact.

2️⃣ Build for growth – not just for the present

A recruitment function should be able to grow. Create scalable processes from the start:

    • Standardize interview templates
    • Document flows and communication points
    • Create clear roles between TA, HR and managers

This allows you to handle more recruitments without losing quality or candidate experience.

3️⃣ Choose the right tools for your maturity level

When it comes to recruitment systems (ATS), it's easy to get lost. The most important thing is usability and data insight, not the number of features.

    Ask yourself:

    • Is the system intuitive for managers?
    • Is it easy to follow up on KPIs?
    • Does it fit our TA strategy and way of working?

Simplicity and consistency always win over advanced complexity.

4️⃣ Don't forget employer branding and candidate experience

A recruitment function is not just about filling roles, it also builds your employer brand.

    Tips:

    • Review how you communicate in job postings
    • Ensure quick and clear feedback
    • Follow up on candidate experience with short surveys

A strong employer brand starts in every recruitment process.

    5️⃣ Measure, analyze and improve

Set clear KPIs but keep it simple. Start by measuring:

    • Time to hire
    • Candidate satisfaction
    • Quality of hire
    • Diversity metrics

But don't forget that the numbers are a tool, not a goal in themselves. A good TA function learns from the data and continuously improves.

    💬 Conclusion

Building a recruitment function from scratch is not about finding the perfect system but about creating structure, clarity and learning. Start simple, build iteratively and dare to adjust along the way.

That's how you create a recruitment function that works in reality and makes a real difference.
